matthews picks things up right now. >>> the war on chuck hagel. let's play "hardball." ♪ >>> good evening. i'm chris matthews in washington. let me start tonight with this. the breaking news. senate republicans have successfully blocked a vote on chuck hagel. republicans have thrown out so many different reasons for this it's hard to know why they're opposing the man becoming secretary of defense. it's hard to keep up with all their arguments. it's because hagel hasn't accounted for every penny he's made and every single word of every single speech he's ever given. it's because of what he said about israel and iran, maybe, but it's also because of the white house's response to benghazi, perhaps, something obviously, but that was nothing to do with chuck hagel who wasn't in the government at that time. well, today republican threats to take the unprecedented step of blocking a presidential cabinet appointment came to fruition, if you will. democrats moved forward with a procedural vote to end debate and pave the way for a final up and down vote. then it failed. it failed to get the 60 vote

.c., and that is chuck hagel's confirmation. senator mccain's comments basically said yesterday's vote was personal. is this about personal vendettas or is it between the senators or is this about going after the president? >> it -- there are some hurt feelings. there are some very deeply rooted issues here between hagel and republican senators. john mccain and hagel used to be very close and now they are no longer. part of it is personal and others are sending a message. others want to get more leverage to get more information about the attacks in benghazi. so there are a lot of moving parts here. i think at the end of the day hagel is going to be confirmed but these delay tactics are something that republicans are using to either send a message or get more information that they've been looking for. >> on that note then, to you, john, no matter what it is, there's a list of inputs to this delay as jackie was just describing to us but if it is what john mccain is saying, that he will eventually vote for hagel in this confirmation process, does this, then, play to the brand problem that gop has been

carthyism and this weird unconnectedness, attacking chuck hagel, for example, because no one will give us info or anyone info about the benghazi situation even though hagel wasn't even in the government when benghazi happened. sick stuff. and it seems to be growing in inverse proportion to obama's popularity. the better he looks, the worse these characters, inhofe, cruz, mccain, and lindsey graham, are determined to look. did you notice the smile on john boehner's face sitting up there behind the president during the state of the union? if you did, you're imagining things. so afraid of the hard hating right of republicans these days of every stripe, even boehner's scared to death of looking like he might like something barack obama had to say. to do that is to risk political death in these days. let's go at it. our guests are joy reid of the grio and michael steele, former chairman of the republican national committee. both are msnbc analysts and good ones. let's take a look at this. is this delay on the hagel vote about playing for time hoping new information comes out about them? that republicans like texas senator ted cruz have put on chuck hagel to mccarthyism. what was the point of prolonging this hagel vote until after everyone reconvenes? >> well, i think that republicans started out with some legitimate questions about this, and they would say they're just trying to get those answered and need more time. it was harry reid who called this vote as sort of an attempt to call their bluff saying this is enough, you're delaying this for no reason but i don't think this is going to help the republicans' image especially when they're going around saying we're not actually trying to stop this nomination. we're not actually filibustering, so what are they doing? i think especially for people who are sick of the sort of washington games, this isn't a good image for them. >> jake, let's talk about this break that congress is on. house speaker nancy pelosi blamed republicans for not using this time more productively. take a listen. >> they manufactured the crisis and instead of having us try to avert that crisis they go on a nine-day recess. why? ? why? people outside
